(tbh i think Inko is the one who almost always initiates kisses between her and Toshi. she has had experience with romance before, while he has absolutely none, so she takes the lead with romantic affection, like kissing

Toshi is always super awkward when it happens tho and never really knows what to do, b/c, again, he has no experience with this stuff. he eventually settles into it, but is always super flustered at first, and can never quite get rid of that surprised first response)
