With the new information we have from the leaks, we now know that every single Team leader from Ultra Moon/Ultra Sun have come from another dimension, one where they succeeded in their plans! 

Giovanni: Dominated Kanto (possible other regions too) making Team rocket the most powerful mafia.

Maxie and Archie: They come from different dimensions where they control Groudon/Kyogre and the world.

Cyrus: Destroyed the FUCKING universe and created his own where he is god (WTF).

Ghetsis: Controls every pokemon in the world and has become the emperor of the planet.

Lysandre: Comited mass genocide and destroyed anything that was “Ugly”

Thats why they control the legendary’s from each game. We never stopped them, we failed.
