Oh hey, that’s a fairly popular game all over Northeast Asia. They call it Jwibulnori (Rat-fire Game) in Korea and in Japan, it’s a part of Hi Matsuri (Fire Festival). It happens either right before seeding or right after harvest and is supposed to be a bit lower, in order to burn old crops and exterminate insects, vermins, rats, etc. before pesticides were a thing. Nowadays, you poke holes in tin can and put wood in it and set it on fire and spin it around and is done mostly to herald a good new year/thank a good harvest and as a wish for good health in year to come.
